About 42,000 Southwestern Electric Power customers in Benton, Carroll and Washington counties remained without electricity Thursday afternoon, said spokesman Peter Main. The bulk of the outages were in Washington County where 32,862, were without power. In Benton County, 8,339 customers were powerless and Caroll County had about 900.
