If that does not also apply to FDR, you must really have some crafty explanation.  Like FDR served more than two terms, or HST ascended to the Presidency before being elected in his own right?  If you put the word &quot;popularly&quot; in front of elected or disagree with the Supreme Court, you could say Bill Clinton was a similar circumstance.</description>
