Benton County Judge Dave Bisbee could use some Valentine’s Day cards. After his somewhat love-starved first year in office, now a quorum court committee has voted to suspend the county’s long-range building decisions until investigations by the Arkansas State Police and the state Board of Contractors have been completed.
