Beebe names 45 to state boards, commissions

LITTLE ROCK — Gov. Mike Beebe today named Nathan Coulter and Jerry Larkowski, both of Little Rock, as special associate justices to separate cases before the Arkansas Supreme Court.

Coulter will hear the case styled The Ralph Lloyd Martin Revocable Trust v. Arkansas Midstream Services Corporation as a replacement for Chief Justice Jim Hannah, who disqualified himself from the case.

Larkowski will hear the case styled United American Auto Insurance Company; et al. v. Jean Smith, et al, replacing Justice Ronald Sheffield, who has disqualified himself from this case.

The appointments were among 45 Beebe announced today.

Those appointed to state boards and commissions:

—Richard “Toby” Atkinson of Harrison to the Board of Directors of the Arkansas Interest on Lawyers’ Trust Account Foundation. His appointment expires Sept. 17, 2015. He replaces Anna Via.
—The Honorable Sammy Barr of Berryville to the Arkansas Public Defender Commission. His appointment expires July 1, 2013. He replaces Larry Williams.
—Sherry Bell of Magnolia reappointed to the Arkansas Division of Volunteerism Advisory Council. Her appointment expires Jan. 7, 2013.
—The Rev. Michael Burden of Conway reappointed to the Department of Human Services State Institutional System Board. His appointment expires June 30, 2017.
—Joe Burnett of North Little Rock reappointed to the Criminal Detention Facility Review Committee, District No. 6. His appointment expires Jan. 14, 2014.
—Ben Caruth of Morrilton reappointed to the Arkansas Public Defender Commission. His appointment expires July 1, 2015.
—Kevin Case of Little Rock reappointed to the Arkansas Tobacco Control Board. His appointment expires July 1, 2015.
—The Honorable Larry Chandler of Magnolia to the Arkansas Public Defender Commission. His appointment expires July 1, 2011. He replaces Jay Finch.
—Curtis Clark of Bentonville reappointed to the Professional Bail Bondsman Licensing Board. His appointment expires Sept. 30, 2017.
—Denver Day of Little Rock to the Arkansas Division of Volunteerism Advisory Council. His appointment expires Jan. 7, 2012. He replaces Nathan Cook.
—The Honorable Wayne Dowd of Texarkana to the Red River Compact Commission. His appointment expires March 31, 2017. He replaces John Upton.
—Dr. Martin Eisele of Little Rock reappointed to the Arkansas State Board of Acupuncture and Related Techniques. His appointment expires July 31, 2013.
—Robert Garmoe of Witt Springs to the Prevailing Wage Advisory Committee. The appointee serves at the will of the governor. He replaces David Marsh.
—Karen Garrett of Conway to the Arkansas State Board of Public Accountancy. Her appointment expires Aug. 17, 2015. She replaces Thomas Simmons.
—John Hauge of Pine Bluff reappointed to the Arkansas Tobacco Control Board. His appointment expires July 1, 2015.
—Dr. Karen Hollenbeck of Fort Smith reappointed to the State Child Abuse and Neglect Prevention Board. Her appointment expires July 31, 2013.
—Kirk Keller of Stuttgart to the Arkansas Quorum Court, District No. 8. His appointment expires Dec. 31, 2010. He replaces Trey Daniel.
—Willie McGhee of El Dorado to the Minority Health Commission. His appointment expires Jan. 31, 2012. He replaces Larnell Davis.
—Carmen Milligan of Cave Springs as Benton County Constable, Township 4. His appointment expires Dec. 31, 2012. He replaces Craig Milligan.
—Bette Nicholson of Hattieville to the Arkansas Milk Stabilization Board. Her appointment expires Sept. 12, 2015. She replaces Brownie Ledbetter.
—David Stephens, Jr. of Greenbrier to the Prevailing Wage Advisory Committee. The appointee serves at the will of the governor. he replaces Dan McAlister.
—Ken Wasson of North Little Rock to the Arkansas Division of Volunteerism Advisory Council. His appointment expires Jan. 7, 2011. He replaces Nancy Sheehan.
—Chalmer Wayland of Sherwood to the Criminal Detention Facility Review Committee, District 6. His appointment expires Jan. 14, 2011. He replaces Willis Hampton.
—Cynthia Wolfe of Little Rock reappointed to the Arkansas State Board of Acupuncture and Related Techniques. Her appointment expires July 31, 2013.

To the Arkansas Child Abuse, Rape and Domestic Violence Commission:
—Cecile Blucker of Bryant.
—Rob Combs of Hoxie.
—Pamela Davidson of Searcy.
—Charles Ellis of El Dorado. Replaces Michael Paladino.
—Dr. Mary Hartwig of Jonesboro.
—Dr. Suzanne Jessup, Bella Vista.
—Dr. Jerry Jones of Little Rock.
—Carol Maxwell of Little Rock.
—Robert Parker of Sheridan.
—Sheriff Victor Rose of Lewisville.
—Dr. Karen Worley of Sherwood.

Unless otherwise noted, these are reappointments, all of which expire July 1, 2012.
